12th and Menaul Plan Adopted
On Monday, August 15, the City Council adopted a Site Development
Plan, Design Standards and Zoning for the Albuquerque Indian School
site. This was a very big step in what has been a long process toward
neighborhood-friendly development on the 47-acre property. The Council
also passed legislation providing for law enforcement and other regulation
on the site.
The Council meeting, well-attended by neighborhood folks from at least
10 different neighborhood associations, was straightforward and the
legislation passed without controversy. It wasn't perfect but it did
reflect many of the community's concerns and it provides the foundation
for a quality urban development.
Reaching this point was made possible by the participation of dozens
of people from the neighborhoods and the greater community; it's truly
been a group effort. There are individuals we particularly wish to
thank.
We are indebted to City Councilor Debbie O'Malley for her vision and
resolve; for securing funding and support for the 12th and Menaul
Area Design Workshops (which resulted in major improvements to the
Site Development Plan and Design Standards); for raising the stakes
and encouraging compromise.
For participating in the workshops and working with the community
until the very end on issues of concern, we also owe a big "thank-you" to
the Indian Pueblos Federal Development Corporation and its chairman,
Bruce Sanchez; their architect, Bob Heiser of Design Collaborative
Southwest (DCSW); and their attorney, Bill Haltom.
We are grateful that two community members brought their expertise
to the negotiations: Land use attorney John Myers, a Matthew Meadows
Neighborhood Association member,; and architect David Day, a Los Duranes
Neighborhood Association board member. John brought his common sense
and problem-solving experience to the negotiations over allowable
C-2 uses and David helped integrate the design standards developed
during the workshops into the final legislation. Thank you, John and
David.
Thanks to Boyd Barger, Director, and Dr. Emily Salazar, Business Community
Liaison, of the Albuquerque Job Corps Center for providing space for
the Design Workshops.
And, a great big thanks goes to Lou Colombo, Deputy Director, and
Kelly Sanchez-Pare, Constituent Liaison, of the Albuquerque City Council
Services for doing so much to organize the Design Workshops, keep
the negotiations going and put the legislative package together.
