This meeting is the second public meeting to develop the plan. With the guidance of City Staff and consultants, the community will refine its vision and consider recommendations for revitalizing our area with walkable roadways and neighborhoods, attractive streetscapes, improved public transportation, support for local businesses, zoning changes, and increased density and its location.

Near North Valley Sector Plan

The Near North Valley Neighborhood Association is in the process of developing a Sector Plan to address our particular concerns and needs. We are one of the few older neighborhoods that has never had such a plan, which is a vehicle for dealing with zoning issues related to our large number of mixed and non-conforming uses.

One goal of the Sector Plan is the retention and provision of affordable housing in our neghborhood in keeping with the "Village Center Principles" adopted in the North Valley Area Plan. The Plan will also make recommendations for a variety of improvements such as traffic management, walkability, design guidelines for new construction, infrastructure, and the preservation of our self-defined assets. The Plan takes its shape based on our own public input.

The City has committed limited funds for this study, so the development of the Plan will be a joint partnership between the City and area residents. An advisory committee is being formed to assist with this project.

Currently, proposals for a consultant to execute the study have been solicited, and the City is determining how to proceed with the assignment of a project manager in the next few weeks.

The process outlined in the scope of services includes a six-month data-gathering phase involving a neighborhood survey and two public meetings, followed by writing the Plan over a further six-month period with two additional public meetings. During this year-long process, the consultant will meet monthly with City staff and neighborhood representatives. The consultant will then make final adjustments to the Plan based on public comments from a presentation meeting. City staff will take the Plan through the EPC and City Council process for final approval.

This process and Plan provide us with an opportunity to determine what our neighborhood becomes in the future. If you wish further information or want to participate on the advisory committee, the NNVNA Board member tracking this issue is Nancy Traylor, 344-7119.
